Funding
Sources
The City of El Cajon and El Cajon Redevelopment
Agency administer a variety of federal, state and
local resources. Specific funding sources are utilized
based on the opportunities and constraints of each
project or program. The following is a summary of
the major sources of funding that are used to carry
out housing and community development activities
within El Cajon.
Federal Funding Sources from the U.S. Department
of Housing and Urban Development

Community Development Block Grant (CDBG) funds are
allocated each year to the City on a formula basis
for eligible community development and housing activities.
In the fall of each year the City issues a Request
for Proposals (RFP) to names on the distribution
list.

HOME Investment Partnerships Program (HOME) funds
are also allocated each year to the City on a formula
basis, but are restricted to affordable housing
opportunities. The City periodically issues a Request
for Proposals (RFP) to names on the distribution
list.

The anticipated activities of both of these programs
are first compiled in a One Year Action Plan for
the upcoming fiscal year (July - June). After the
completion of the fiscal year, a Consolidated Annual
Performance and Evaluation Report (CAPER) is compiled.
Both reports are subject to public review prior
to submittal to the U.S. Dept. of Housing and Urban
Development.
NOTE: The RFPs are issued only to entities (non-profit
or for-profit), not to individuals. The City maintains
interest lists of non-profit agencies, one for community
development activities and one for housing projects/activities.

State Funding Sources from the California Housing and Community Development Department

Periodically the State offers competitive grants
to cities for housing activities. The City of El
Cajon is not currently utilizing State funds.
Local sources from the El
Cajon Redevelopment Agency:
A portion of the Redevelopment Agency´s funds
must be set aside for Low and Moderate Housing projects.
Periodically the El Cajon Redevelopment Agency issues
a Request for Proposals (RFP) to utilize these funds
to names on the distribution list.
