The Public Works Maintenance Division is responsible for the maintenance of the city's infrastructure in the public rights-of-way. The division has five sections that maintain the storm drains, channels, sewers, pavement, concrete, traffic signs, and striping. In addition, this division maintains the street sweeping of the city streets to keep debris and contaminants from entering the storm drains and channels. This division can be reached at (619) 441-1658 between the hours of 7 a.m. and 2:30 p.m. Emergencies after those hours or on weekends can be directed to the Police Department at (619) 579-3311. Public Works personnel are on call 24 hours a day and can be reached by the Police Department.

Sewer service provided by the city includes transportation to the City of San Diego's Point Loma treatment plant where it is treated and released offshore in the ocean. The majority of the city's sewer costs are for the treatment by the City of San Diego. The sewer charges are calculated based on the water use at each property. The city obtains information about the water use from the water district that provides the service to the property. Within the city there are two water districts providing this service based on the location of the property. They are Helix Water District and Padre Dam Municipal Water District. The water district will notify the city when the water account for each property is activated or deactivated. The sewer charge will be based on the amount of the water used and the category of the use on the property.


The single family residential property is usually billed on the average of the two winter water use billing cycles (Jan-Feb and Mar-Apr). The rate is $2.54 per 100 cubic feet of water with a minimum bimonthly bill of $24.23 including the $1 administrative fee and a maximum bimonthly bill of $108.84 including the $1 administrative fee. The average charge for single family residential property within the city has been $46.72. The winter based calculations based on the winter water use becomes effective every July 1. The sewer charge for the single family residential property does not change during the period between July 1 and June 30 unless there is a rate change in October. Multifamily residential sewer rates are $2.22 per 100 cubic feet of water based on the bimonthly meter reading. If there is a landscape meter installed the sewer rate is $2.54 per 100 cubic feet of water going to the residential units. The difference between the two rates is the landscape discount that is applied when there is no landscape meter. The commercial users are designated low strength, medium strength, or high strength based on the use on the property. Where there are multiple uses on a particular property served by the same water meter the city applies the designation that closest represents the sewage strength entering the city's sewer system. That may be the designation of the highest strength user located on that property. Industrial waste permits may be required for some users due to the type of materials released to the sewer. The City Council reviews the sewer rates each October and adjusts the rates based on the revenue and expenses. The wastewater fund pays all the costs for maintenance, upgrades, transportation, treatment and all administrative costs to the sewer and storm water systems. No other funds are available for the sewer system nor are the wastewater funds used for other purposes except sewer and storm water. The city budget adopted each July has a detailed accounting of the wastewater funds.
