Sewer Billing Payment Information Notice of Public Hearing on Sewer Service Rate Increases
Sewer service provided by the City includes transportation to the City of San Diego's Point Loma treatment plant where it is treated and released offshore in the ocean. The majority of the City's sewer costs are for the treatment by the City of San Diego. The sewer charges are calculated based on the water use at each property.
The City obtains information about the water use from the water district that provides the service to the property. Within the City there are two water districts providing this service based on the location of the property; Helix Water District and Padre Dam Municipal Water District. The water district will notify the City when the water account for each property is activated or deactivated. The sewer charge will be based on the amount of the water used and the category of the use on the property.
Single Family Residential Property is generally billed based on the average of the two winter water use billing cycles (Jan-Feb and Mar-Apr). Water usage during these periods is more representative of the amount of sewage produced by the residence.
Effective July 1, 2016, the rate will be $4.49 per 100 cubic feet of water with a bimonthly Base Charge of $11.30, and a maximum bimonthly bill of $199.88 including the Base Charge. The winter-based calculations based on the winter water use become effective every July 1. Multifamily Residential Accounts are billed based on the bimonthly water meter reading at $3.92 per 100 cubic feet of water, effective July 1, 2016. If there is a separate landscape meter installed for the property, the sewer rate is $4.49 per 100 cubic feet of water going to the residential units.
The difference between the two rates is the landscape discount that is applied when there is no landscape meter. Multifamily residential accounts will have a Base Charge of $11.30 for the first unit plus $5.65 for each additional unit. Commercial Users are designated low strength, medium strength, or high strength based on the use on the property. Where there are multiple uses on a particular property served by the same water meter, the City applies the designation that closest represents the overall sewage strength entering the city's sewer system. That may be the designation of the highest strength user located on that property.
Industrial waste permits may be required for some users due to the type of materials released to the sewer.
